On May 15, 2026, the newly revised “Implementation Regulations of the Drug Administration Law of the People’s Republic of China” (hereinafter referred to as the “Implementation Regulations of the Drug Administration Law”) officially came into effect.
To fully implement the requirements of the new regulations, align the Group’s compliance management standards, and strengthen employees’ awareness of legal compliance and quality responsibilities, the Quality Management Center of United Laboratories Group organized a special training session on the “Implementation Regulations of the Drug Administration Law” on May 18.
Group-wide Training: Nearly 1,000 Participants Attend the Session
The training was conducted through a combination of online and offline formats, attracting nearly 1,000 participants in total. It covered management personnel from key areas including quality, production, operations, and warehousing and logistics.
Mr. Tsoi, Chairman of the Board of United Laboratories, Ms. Zou, Executive Director, heads of various business units, and core management team members attended the training together, laying a solid organizational foundation for the comprehensive implementation of the new regulations. The meeting was chaired by Mr. Liu, General Manager of the Group Quality Management Center.
Leadership Guidance: Chairman Tsoui’s Mobilization Speech
Chairman Tsoi emphasized that compliance is the lifeline for the survival and development of pharmaceutical companies, as well as a fundamental cornerstone of United Laboratories’ long-term growth. The implementation of the revised regulations represents not only an inevitable trend toward greater industry standardization, but also an important opportunity for the Company to enhance quality and upgrade its operations. He called on all employees to elevate their awareness, remain committed to quality compliance, proactively study regulations, follow requirements, and strengthen management and controls. He stressed the importance of implementing responsibilities from top to bottom, integrating compliance principles into every aspect of daily operations, and firmly safeguarding the bottom line of drug safety, thereby ensuring steady operations and high-quality development through robust compliance practices.
Expert Insights: Addressing Practical Challenges
The training session invited industry veteran regulatory expert Mr. Peng to deliver an on-site lecture. Focusing on the practical needs of pharmaceutical operations, the session addressed key areas of daily compliance management, including segmented drug production management, quality-related joint liability in entrusted cooperation, API registration transfers, outsourced storage and transportation requirements, and the responsibilities and authorities of local regulatory oversight. Through practical industry cases, the expert provided an accessible interpretation of key regulatory requirements, identified compliance risks, and clarified management expectations. The content was highly relevant to real-world operations and offered strong practical guidance.
On-site Q&A: Ensuring Effective Understanding and Implementation
A dedicated Q&A session was arranged as part of the training program. The Group’s Quality Management Center collected practical challenges and regulatory questions from various business units, provided centralized responses, and aligned implementation standards. This ensured that employees could fully understand, apply, and implement the new requirements, effectively translating the training outcomes into tangible improvements in compliance management.
Strengthening Management Through Regulation and Continuous Learning
Under the coordinated efforts of the Group’s Quality Management Center, each business unit will continue to conduct follow-up tiered training, compliance self-assessments, and comprehensive process risk reviews. The requirements of the new regulations will be fully integrated into management systems, production processes, and the entire storage and logistics control chain, establishing a long-term compliance management mechanism of “learning, implementation, self-assessment, and continuous improvement.”
Upholding its commitment to quality and maintaining a strong compliance foundation, United Laboratories will continue to adhere to regulatory requirements, prioritize quality, and safeguard operations through compliance. The Company will continuously improve its quality management system, reinforce corporate responsibilities, and work with dedication and determination to ensure the safety and quality of pharmaceutical products, supporting the Company’s sustainable and healthy long-term development.
